PPP Stakeholder Workshop with Ministry of Industries

Public Private Partnership (PPP) Authority is conducting series of workshops and awareness events to support line ministries and implementing agencies identifying, developing, tendering and financing PPP projects. As a part of this, PPP Authority organized a workshop with officials from Ministry of Industries on 24th February 2016 at the conference room, Ministry of Industries. The objective of the workshop was to share the experience of implementing the PPP Program in Bangladesh. The Chief Guest at the workshop was Mr. Md. Mosharraf Hossain Bhuiyan, Secretary, Ministry of Industries. Mr. Md. Faruque Hossain, Director General, CPTU, IMED, Ministry of Planning and Syed Afsor H. Uddin, Chief Executive Office, PPP Authority, Prime Minister's Office was also present in the event as the distinguished guests.
The event kicked off with the welcome speech by the Chief Guest Mr. Mosharraf who greeted everyone for their presence and assured full support of the Ministry towards the activities and roles of PPP Authority as a professional, transparent and centralized portal in undertaking high quality projects that are supporting the Government of Bangladesh in achieving the goals depicted in vision 2021. The 1st session of the workshop, on the orientation of PPP Program in Bangladesh, was delivered by Mr. Faruque Hossain, Director General of CPTU. He particularly highlighted the history of partnership with the private sector in Bangladesh and briefly covered various institutional and regulatory structures associated with PPP in the country.
In the 2nd session, Mr. Syed Afsor H. Uddin, CEO of PPP Authority provided an update on the recent Public Private Partnership (PPP) activities and achievements in Bangladesh. He highlighted the success in building a large PPP pipeline of over 40 projects in different sectors. The CEO also explicitly mentioned that the honorable Industries Minister Mr. Amir Hossain Amu himself has expressed his eagerness to utilize the unused and underutilized lands under the Ministry of Industries through Public Provate Partnership (PPP) at a recent dialogue on 'Industrial Policy of Bangladesh" organized by International Chamber of Commerce Bangladesh. CEO accentuated how PPP had been established as one of the key components in supporting the infrastructure of Bangladesh into a middle income country.
Md. Abul Bashar, Deputy Manager of the PPP Authority highlighted various PPP processes in Bangladesh with particular focus on PPP Project Proposal form and PPP Technical Assistance form as part of PPP project development. He also informed that the event was organized as a part of PPP Authority’s regular communication updates to all of its stakeholders. He emphasized on the need for capacity building and appropriate identification and clustering of relevant government officials to be assessed and effective measures to be initiated in order to promote overall PPP development effort in Bangladesh. Mr. Bashar also suggested the authority of Ministry of Industries to nominate 2-3 Officers from the Ministry as a focal point so that they can act as the catalyst in moving forward the relevant projects through PPP.
During the event, a thoughtful and participative Q&A session discussion took place on various aspects. The event was concluded with the remarks that combined effort from Ministry of Industries and the PPP Authority would indeed facilitate towards achieving the goal of increasing the quality, attractiveness, and sustainability of PPP projects while realizing them in an efficient, cost-effective manner. It was highlighted that need for capacity building and appropriate identification and clustering of relevant government officials would promote overall PPP development effort in Bangladesh.
