On Tuesday, 22 September 2015, Ministry of Social Welfare and Public Private Partnership Authority of Prime Minister’s Office held the Pre-bid meeting for the “Oboshor: Senior Citizen Health Care & Hospitality Complex at Sreemangal, Sylhet Division on PPP” project.
The conference was held at CIDRAP Auditorium, Dhaka and was attended by interested sponsors, corporate houses, hospital operators, financial institutions and social sector promoters.
Mr. Md. Tariqul Islam, Secretary, Ministry of Social Welfare was present as the chief guest of the event and emphasized at the outset, the importance of the project as a pioneering project in the country for development of elderly care facilities through private sector initiative. He highlighted that the ministry is exploring new areas of public sector provisions to the various groups of society. They look forward to exploring the potential of working in partnership with the private sector in these areas.
Mr. Syed Afsor H. Uddin, CEO, PPP Authority presented the overall PPP scenario and achievements in Bangladesh and highlighted some contextual perspective of the Obosor project. He also mentioned that the project once implemented could be recognized as a pioneering land mark project in the wider PPP community.
Mr. Prokash Bajoria, Investment Officer from International Finance Corporation of the World Bank, the transaction advisor for the project, delivered a presentation outlining background, scope and the impact of the project. He also presented the key commercial structure, bid process to be followed and timelines for the project.
The presentation was followed by an interactive Q&A session where all stakeholders discussed their queries mostly on the project scope. It was decided that all comments and suggestions raised in the event along with the future written comments will be taken into due considerations. The meeting ended with a note of thanks by Mr. Islam. The proposal submission deadline by interested bidders was extended up to 30th November 2015.
