Inauguration of the Project Development for Mirpur Housing under PPP modality

On 27 February 2014, the Public Private Partnership (PPP) Office under the Prime Minister’s Office has awarded a Transaction Advisory services contract to Ernst and Young LLP (EY), a consulting firm of international repute, which has substantial expertise and experience in developing similar projects across the globe. EY is expected to partner with National Housing Authority (NHA), an agency of the Ministry of Housing and Public Works in conducting feasibility studies and carry out the bid process to identify a suitable private partner to implement the project. EY will help NHA in carrying out techno-commercial feasibility study and develop a holistic plan for implementing a high quality housing project located in Section 9, Mirpur, Dhaka. EY will also assist NHA in identifying a technically and financially sound private partner who would construct and carry out operating and maintenance of the project by carrying out a bid process.
Provision of “affordable housing” is one of the focus sectors for the government. Bangladesh in general and Dhaka in particular has an acute shortage of affordable housing and it is the vision of the government to use the PPP model for the provision of establishing affordable housing for its citizens. The PPP model will enable GoB to avail private sector expertise in the areas of designing, financing, construction and operation & maintenance to develop planned housing projects with high quality supporting infrastructure.
NHA is in possession of approximately 168 acres of land in Section 9 of Mirpur, and has planned to develop affordable housing on PPP model on a pilot basis on a 5 acre land parcel. The project is being developed as a potential model for affordable housing project for the government with the focus on provision of good quality infrastructure facilities. The underlying expectation is to imbibe best practices of construction and master planning, and also to tap investment and expertise from the private sectors. This project is envisioned to be a landmark project and will act as a model project for housing projects to be developed in the coming future.
