On Wednesday, Roads and Highways Department (RHD) and Public Private Partnership Authority held a Pre-application conference for the “Upgrading of Joydevpur-Debogram-Bhulta-Madanpur (Dhaka By-pass) Road (N-105) into 4 lane”.
The conference was held at Pan Pacific Sonargaon Hotel, Dhaka and was attended by investors, corporate houses, developers, financial institutions and major construction players from various South Asia and South-east Asian countries.
The event was inaugurated by Mr. Mahbubul Alam, Additional Chief Engineer of RHD where he highlighted the key development measures taken by RHD in developing the road network of the country. He also highlighted the importance of the proposed PPP road as part of its national and regional road connectivity. Mr. Syed Afsor H. Uddin, CEO of PPP Authority also addressed the inaugural session and provided a short brief on the PPP activities and achievements in Bangladesh. He also emphasized on the importance of coordinated efforts from the government and the private sector to make this project successful.
Mr. Jeffrey Seider, Team Lead and Head of Global PPP Advisory for MMM Group (Canada) highlighted at the outset, the importance of the project for upgrading of Dhaka by-pass (N-105) road into 4-lane while laying down the government’s vision for the project. He also delivered a presentation outlining the impact of the project covering various technical and commercial issues. He also highlighted the base configuration of the proposed alignment, bid process to be followed and key timelines for the project. The actual modalities of the bidding process were discussed in detail including eligibility criteria and process and details of various submissions.
The presentation was followed by an interactive Q&A session where all stakeholders discussed their queries about the project and the bidding process. After suitably addressing the queries, the conference was followed by Lunch and ended with a note of thanks by Mr. Uddin. The RFQ submission by interested bidders is due on 25th Nov 2015.
