PPP Stakeholders Workshop with Planning Commission

The Public Private Partnership Office (“PPP Office") organized a workshop with officials from planning commission. The objective of the workshop was to share the experience of implementing the PPP Program in Bangladesh. The workshop was held on April 17, 2014, at the NEC Auditorium, Planning Commission chaired by Ms. O.N. Shiddika Khanam, Additional Secretary, Planning Division. The event was sponsored by Investment Promotion Financing Facility (IPFF) of the World Bank.
Md. Abul Bashar, Deputy Manager of the PPP Office welcomed the participants to this workshop. He informed that the event formed a part of PPP Office’s regular communication updates to all of its stakeholders. The event consisted of 4 presentations on different areas along with a panel discussion. At the outset of the presentation, the CEO of PPP Office provided an overview of PPP including the rationale for launching of PPP program in the country, global context and perspective of PPP, the achievements made in implementing PPP program in Bangladesh and roles of Planning Commission in promoting PPP. He emphasized that planning commission plays a critical role for creation of a robust national PPP pipeline by identifying national priorities.
Md. Humayun Kabir, Deputy Manager, PPP Office in his presentation provided the basic concept of PPP. He provided some examples of PPP modalities and presented case studies on Teknaf Land Port as a successful PPP project in Bangladesh. While Mr. Sukesh K. Sarker, Deputy Manager, PPP Office described the existing PPP institutional framework and roles thereof for implementing the PPP program in the country. The next presentation was made by Ms. Husne Ara Shikha, Deputy Project Director and DGM, Bangladesh Bank on the PPP financial arrangements and facilities. She mentioned that IPFF had been active through providing technical assistance and on-lending support to PPP projects and programs. Finally, Mr. Habibur Rahman, Deputy Secretary, PPP Unit of Finance Division provided a short presentation describing various government’s financing facilities for promoting PPP including VGF, PPPTAF, BIFFL etc.
The event was concluded after a thoughtful and participative panel discussion on the PPP challenges in the country. It was highlighted that need for capacity building and appropriate incentive to relevant government officials would promote overall development effort in championing PPP in Bangladesh.
