The Public Private Partnership (PPP) Office under the Prime Minister’s Office, Government of
Bangladesh has recently selected Feedback Infra (P) Limited (Feedback) for providing the transaction
advisory services for development of Integrated Tourism and Entertainment Village in Cox’s Bazar
under PPP model. The agreement was signed between PPP Office and Feedback on 30th June 2014, at a signing ceremony which was attendent by representative of MoCat, Planning Commission, PPP Office, Ministry of Finance and Feedback Infra.
Cox’s Bazar, with its longest natural beach in the world and holding a strategic location with respect to
South East Asia, has immense potential for development as a beach and eco-tourist hub of the South
Asia. Bangladesh Parjatan Corporation (BPC), the implementation agency for this project, owns a ~100
acre beach-facing land parcel in Cox’s Bazar and currently operates a 24-bed hotel at the site. BPC is now
looking at re-development of this site as a landmark integrated tourism and entertainment project
aimed at both meeting the growing needs of tourists in Cox’s Bazar and towards encouraging foreign
tourist arrivals in the country.
This project will be the first PPP project undertaken by the PPP Office in tourism sector and is envisaged
to be a pioneer project towards tourism and hospitality growth in the Bangladesh. The PPP model will
enable private sector participation in the tourism industry, while bringing best-in-class technical, design,
financing, construction and operations & maintenance capabilities.
Feedback Infra (P) Limited is a leading infrastructure and real estate consulting firm with vast expertise
in providing advisory and transaction support to public and private clients across the globe.
Feedback will assist BPC in undertaking detailed feasibility study, development of a suitable PPP
structure and carry out bid process management for selection of the private partner for implementation
of this project. Feedback will perform detailed market study, site analysis, technical studies to arrive at
the most optimum project concept and configuration.
