The pre-Bid Meeting for “Development of 2 Jetties at the Mongla Port through PPP” was held in a city hotel on 10th October 2013. Earlier three applicants were shortlisted in the pre-qualification stage to which RFP was issued on 26th September 2013. The pre-bid meeting was organized to clarify the bidders on the RFP and the draft Concession Agreement.
Mr. Syed Monjurul Islam, Secretary, Ministry of Shipping was present at the inaugural session as the Chief Guest. Mr. Cdre H. R. Bhuiyan, ndc, psc, BN, Chairman, Mongla Port Authority; Mr. Md. Abul Quasem, Project Director, IPFF Cell and Deputy Governor, Bangladesh Bank gave their inaugural speeches, followed by an introductory remark on the use of PPP as a model for development by Mr. Syed Afsor H. Uddin, CEO, PPP Office. The business session started with an introduction of the project by Mr. Md. Altaf Hossain, Chief Engineer, Marine, Mongla Port Authority followed by details of the tendering process by other speakers.
The pre-bid meeting is an important step during the bid process and hence it was organized to discuss the selection process and various terms & conditions of the draft concession agreement. The meeting gave an opportunity to the pre-qualified bidders to get more clarity on the bidding documents and also raise their concerns, if any. The financial institutions also took this opportunity to show their interest in the project and suggested various ways to increase the scope for financing the project. They also appreciated the steps taken for involving the financial institutions at an early stage so that suggestions may be considered to increase the bankability of the project.
During the session, various queries were raised by the participants, which were addressed by the Chairman, Mongla Port Authority; CEO, PPP Office and others. The pre-qualified bidders and the financial institutions were supportive of the project and confirmed their active interest in participating in the bidding process.
