An inter-ministerial meeting was held on the draft PPP Law 2013 on 14th of March 2013. The meeting was presided over by the Principal Secretary to the Hon'ble Prime Minister Mr Shaikh Md. Wahid-uz-Zaman. Secretaries and senior officials from different ministries and representatives from FBCCI and DCCI were present in the meeting. In his welcome speech, the Principal Secretary informed the meeting about government's policy and commitment towards achieving Vision 2021 to transform Bangladesh into a middle income country. The PPP program is an important component of achieving this goal of achieving enhanced socio economic development of the country. In this context the enactment of the PPP Law will be important for formulating and implementing a specific framework for the development of a sustainable PPP program.
The CEO of the PPP Office, Mr. Syed Afsor H. Uddin, provided an update on the development and drafting of the PPP Law. He highlighted that the draft PPP Law had been developed under the support of the Asian Development Bank through the TA for the operationalisation of the PPP Program. A key emphasis of the approach used was to ensure consultation and dialogue amongst the key stakeholders in the public sector, the private sector and the donor agencies. This inter-ministerial meeting marked the conclusion of the stakeholder consultation process that was launched in March 2012. The PPP CEO and the ADB appointed legal consultant, Barrister Nihad Kabir, presented the feedback that had been received from stakeholders and highlighted the key changes that had been incorporated into the draft PPP Law. Stakeholders were also given the opportunity to share their additional comments and to provide any further observations in writing within the specified time period.
The meeting ended in a positive manner with an unanimous endorsement to place the proposed draft PPP Law before the Cabinet Committee for Economic Affairs (CCEA) for their approval and to take the necessary steps for enactment of the law.
