Background:
Bangladesh Economic Zone Authority (BEZA) under the Prime Minister’s Office is an autonomous body to make provision for the establishment and enhancement of economic activities through development, operation and management of Economic Zones (EZs) within the country. BEZA aims to establish economic zones in all potential areas in Bangladesh including backward and underdeveloped regions with a view to encouraging rapid economic development through increase and diversification of industry, employment, production and export. BEZA has initiated for the development of numbers of EZs at various parts of the country having good connectivity infrastructure.

BEZA has recently planned for the development of an economic zone in Jamalpur district. The project has primarily been planned to be developed in around 488 acres of land Mousa No 136 Raghunathpur Dighuly, 140 Haridtahata, 115 Joanerapara, 141 Sonita, 116 Sultan Nagar at Jamalpur Sadar at Jamalpur district. The proposed site is approximately 250 km away from Dhaka and 16 km from Jamalpur district.

Jamalpur is considered as an attractive business hub with steady economic growth, increasing purchasing power of the people and significant commercial activities. Connectivity infrastructure facilities, availability of utility facilities and rich mix of neighboring industry clusters makes Jamalpur as a potentially viable economic zone for development.
Objective:
a) To assist the Government in designing, delivering, supervising and implementing the Project on the basis of PPP structure
b) To structure the Project, develop commercial models, assist in the bidding process and award of the Project in a manner.
Project Scope:
- Participation of best available private sector developers in the bidding process;
- Financing of the capital, maintenance and operation cost by the concessionaire;
- Optimizing the revenue potential of the Project.

Status:
The Transaction Advisor, Ernst and Young LLP, is currently overseeing the Detailed Feasibility Study during the Development Phase, which was initiated after the Cabinet Committee on Economic Affairs (CCEA) approved the project in principle on 6 may 2015, and A letter to be sent to withdraw the project name from the PPP list.
